Aligning with the goals of CreateNYC, the City’s first-ever comprehensive cultural plan, Building Community Capacity (BCC) is designed to strengthen art and culture’s vital and enduring role in NYC’s low-income communities. This multi-year program supports residents in their efforts to create a shared vision for culture in their neighborhoods, along with a strategic framework to support it. Since community-driven transformation takes substantial time, energy, and commitment, it is anticipated that the program will provide support to selected neighborhoods from January 2018 through June 2020.
To be eligible, neighborhoods must be low-income and engaged in a City-led community development planning initiative. The applicant team must consist of a community based development organization and a community based arts organization. See a list of eligible neighborhoods below.
Interested applicants must attend one of three application seminars to be held on October 24, 26, and 30, 2017. The seminars will offer an important opportunity to learn more about BCC, including information about the application process as well as how current participants are progressing.
Prior to the seminar, be sure to review the relevant program documents which can be found below:
The Pre-Application deadline is Monday, November 6, 2017 and the Application deadline is Wednesday, November 22, 2017. It is anticipated that DCLA will award three Phase I grants of up to $85,000 each.

East Brooklyn Arts and Cultural Alliance is a coalition of mostly arts non-profits and other community cultural hubs in Brownsville, Cypress Hills, and East New York. EBACA has spent the last year working on coalition building and outreach with a focus on how to coordinate events in the community and build awareness among residents and artists of the ongoing opportunities. In particular the alliance is hosting artist mixers, building communications materials, and creating artist registries and event calendars. Additionally in communities still going through neighborhood planning such as Brownsville, EBACA has taken a leadership role in ensuring arts and culture are at the table.
